He knew how to distribute resources.Victor Emmanuel led Italy. Under his leadership, Cavour united Italy when he became prime minister. He wanted to see the economy of Italy grow. The newspapers were the shaft Cavour used to spread his policies (McKay 45). He used the newspapers to bring unification in Italy. He wanted to be a superpower in Italy. Cavour wanted this to be a success by forming an alliance with France.He had command of the Italian army. Cavour used that opportunity to fight enemies of Italys alliance.
